Mind-dump, sans edit
Many folks mystified why Russians have not picked the low fruit. They could easily attack Ukrainian communications and grid.
I do not know the answer but will say in Iraq/Afghanistan we worked overtime to provide electricity/comms for obvious reasons. Targeting is amazingly easy with modern technology.
And monkey wrench just tossed in -- sat-comms like SpaceX-Starlink can make some of that targeting more difficult. I do not know the details. We do know that metadata is amazingly vital for targeting. In other words, not just where you are when you make a call or turn on the phone, but the breadcrumbs you leave and who you meet with. Where, when, who...etc.
And so if Russia would want to quickly destroy an insurgency, they may have decided to take the initial hit of leaving comms going for the long term targeting payoff.
