Sense of injustice and illegitimacy are major contributors to conflict. FBI plays into this as if it's their SOP. Not to mention the terrorist himself is probably answering the same cult-siren in his own head by taking Jews hostage.
This entire event is a teaspoon from a cauldron of perceived injustice, illegitimacy, and bigger wars. This event was about as 'isolated' as a mosquito bite in a swamp.
Chances we will see a lot more of this in coming years: 99%.
