"As Michael Yon noted, Information War is the Ph.D. level of conflict studies and reporting. The UN has recently set up frameworks that we now see nations like Germany, and organizations in the US mirroring in language, structure, and precedent.
Mal-Information is the new term being used to denote Truth, which is nevertheless used to induce harm. What defines harm under the new Information War campaigns? Harm has been redefined to mean anything that reduces the confidence in a government. This is from the UN Counterterrorism Center. Other nations will use this as a template and indeed if you look at this year's DHS products from the US, the positioning of "Conspiracy Theory" sans accurate definition, is placed next to a terrorist.
How many historical figures would be "terrorists" and guilty of mal-information? Washington, Jefferson, Paine, Locke, Lincoln, Grant, etc etc.
The new measures are simply an attempt to impose a status quo. Those in power must retain power, and no challenge to the system being implemented will be brokered. The Constitution itself can be seen under these new rules as "Mal Information" as its truths about human systems of governance requiring checks and balances from even the citizens call into question the people's confidence in the government.
The CCPs version of NATO, the Shanghai Cooperative Organization or SCO, has been working closely with the UN and these measures seem to be in parallel with systems they implemented years ago. Note who supports the CCP, they admire their control mechanisms.
Organizational structure dictates the outcome.
Pay attention to the structures and systems being set up locally. They have occurred before. Russia in the 1920s, Germany in the 1930s, China in the 1950s, Cambodia in the 1970s, etc etc etc.
